Health policy refers to decisions, plans, and actions that are undertaken to achieve specific health care goals within a society (WHO, 2019).   Each year in the United States, one in four adults over 65 years of age fall (NCSL, 2018).  On average, an older adult dies every 20 minutes or obtains treatment in an emergency room every 13 seconds as a result of unintentional falls (NCSL, 2018). Many programs have been developed to prevent elderly falls.    The Centers for Disease Control and Prevention has developed a fall prevention tool kit for health care providers called STEADI (Stopping Elderly Accidents, Deaths, and Injuries) to help them reduce falls by implementing the American Geriatrics Society’s clinical guideline for fall prevention (NCSL, 2018).   This kit helps with tools and educational materials to help offer what is needed to prevent falls.   In 2008, Congress passed the Safety of Seniors Act, which directs the secretary of health and human services to provide funding and support for various older adult fall prevention efforts (NCSL, 2018).   California supported the concept of “aging in place” by requiring that recommendations be made, and funding allocated for home modifications intended to keep seniors safely in their homes and reduce the risk of falling.

Legislative policy is fundamental. This type of policy makes actions a law in order to achieve a goal at a significant scale. The government is the one who planned the objectives of the policy and approved them.  PUBH 6127 Week 2 Assignment-Differentiating Types of Policy. This type of policy is essential for our target since it requires that the same regulations be carried out anywhere in the country and if not, it is punished by the government for not following the necessary rules and policies.  In this case, older adults can ensure that they will receive the minimum care to reduce the occurrence of an accidental fall that can lead them to become bedridden or worsen their health situation.  Other legislations form different states are:

  • Health and Safety Code §125704 (California Osteoporosis Prevention and Education Act)
  • Gen. Stat. §17b-33 Establishes a fall prevention program within the department of social services.
  • 2013 Minn. Laws, Chap. 108 Establishes requirements for instructors, training content, and competency evaluations for unlicensed personnel.
  • Rev. Code §43.70.705 Requires the department of social and health services to establish a statewide fall prevention program.

There are other policies that are very important too.  The ones that are not from the government.  For example, the rules created by an organization, hospital or a group of people.  There are many programs created to help improve living.  CAPABLE (Community Aging in Place—Advancing Better Living for Elders): CABABLE was launched by the Johns Hopkins School of Nursing in Baltimore, Maryland, to help functionally impaired low-income seniors address their health issues while living in a safe home environment (HUD, 2017).  PUBH 6127 Week 2 Assignment-Differentiating Types of Policy. This type of policy may be a bit more specific to their patients. Not all patients in different environments have the same needs. In this case, if a home makes its own policy, it can be carried away specifically by what their patients need and, in this way, improve the quality of life of each person who is part of the group.

Falls represent a substantial financial burden and with the aging of the U.S. population, the resulting expenditures are expected to increase substantially if more is not done to prevent falls (NCSL, 2018).  It is crucial that monitoring is maintained on what other rules can be implemented to help lower the mortality rates of the elderly and thus put them into practice. It must be taken into account that the more adult the person is, the more likely they are to have accidental falls. This type of accident is largely preventable.

It is essential to maintain regulations following the incidents and taking as to how they happen in order to modify what are the current laws and requests.  Both government policies and those imposed by each group or private company are necessary to maintain the rights and needs of our elders in compliance. It is up to the government and each community to keep the different policies updated so that they meet the real needs of the elderly to try to ensure that they can have a quality of life and be protected by law.

If the rules are carried out as they should be, the prevention of falls can be achieved in a significant percentage. As of today, there are many policies regarding prevention of falls in the elderly, but it seems that there are some points that needs to be added to ensure achieving the established goals.  People who work directly with the elderly should communicate what policies they believe should be established to improve existing ones since they are what have direct contact and can know exactly what a good change could be to prevent falls.
